PUBLIC The County of Stark, through the Stark County Engineers Office, intends to contract for Engineering services, Construction Inspection and Administration Services, and Right of Way Acquisition Services. Engineering and/or construction management and right of way acquisition firms interested in being considered for a contract to provide the required services should reply with a statement of qualifications no later than 12:00 p.m. on January 8th, 2010. Statements received after this deadline will not be considered. ANNOUNCEMENT Statements of qualifications should include information regarding the firms history, education and experience of owners and key technical personnel who will be assigned to the project; the technical expertise of the firms current staff; the firms ODOT Prequalifications; the firms experience in design in similar projects; availability of staff, the firms equipment and facilities, inspection services, and right of way services, as required); and any previous work performed for he Stark County Engineers Office. Only one statement of qualifications shall be submitted, for all potential project within the time frame specified below. Statements of Qualifications shall be kept on file at the Stark County Engineers Office for a two (2) year period, ending December 31st, 2011. From January 8th, 2010 - December 31st, 2011, all Quality Based selections made for engineering services, construction inspection services and right of way acquisition Service will be made based on the statements of qualifications submitted. The County, upon determining to proceed with a project, shall short list a minimum of three and a maximum of five firms from those firms that provide qualification statements on or before January 8th, 2010. Those firms shall be notified and provided with an opportunity to submit a two (2) page (maximum) Interest Letter regarding the specific project referenced. Final selection by the County will be made based on the Qualification Statement and the Interest Letter. One Statement of Qualifications should be transmitted to David Torrence P.E., Assistant County Engineer, Stark County Engineers Office, 5165 Southway Street SW, Canton, OH 44706. One additional copy shall be transmitted to Marilyn Hoover, Administrative Assistant, at the Stark County Commissioners Office, 110 Central Plaza South, Suite 240, Canton, Ohio 44702. As required by Ohio Revised Code, Section 153.65-71, responding firms will be evaluated and ranked in order of their qualifications. Following this evaluation, the County of Stark will enter into contract negotiations with the most highly ranked firm, based on the above criteria for the following projects. The following services are those in which Stark County will be looking for in the Statements of Qualifications: Environmental Document - Categorical Exclusion; Environmental Document - EA/EIS; Safety Studies; Traffic Studies; Non-Complex Roadway Design; Complex Roadway Design; Level 1, 2 and/or 3 Bridge Design; Basic Signal Design and Signal System Design; Right of Way Plan Development; Right of Way Acquisition Services (including but not limited to Title Search, Appraisals, Negotiations, Closing, and Relocation Assistance); ; Right of Way Appraisal Review; Right of Way Relocation Review; Geotechnical Engineering and/or Test Lab; Construction Inspection and Administration. LEGAL NOTICE Sealed bids will be received by the Board of Control of the City of North Canton, Ohio, at the office of the Director of Administration, 145 North Main Street, North Canton, Ohio, until 11:00 A.M., Daylight Savings Time, Thursday, December 3, 2009 for the purchase of Chemicals for Drinking Water Plant authorized by Ordinance No. 58-09, as passed by City Council on August 26, 2009. Detailed specifications and bid forms may be obtained from the office of the Director of Administration. Each bid must contain the full name of each person, firm, company or corporation interested in the same and must be accompanied by a BID BOND or CERTIFIED CHECK or CASHIER'S CHECK in the sum of TEN PERCENT (10%), of the amount bid made payable to the City of North Canton, Ohio, as a guarantee that the successful bidder will enter into a written contract. Such bid bond, certified check or cashier's check will be returned to the bidder/bidders upon receipt of the signed contract from the successful bidder. The Board of Control reserves the right to reject any bid or any part or parts thereof and all bids and to waive any informality therein.
